You don't really need a Lua creator. All you need is notepad!
You can check out a few Lua tutorials as well as the wiki in order to learn how to do basic Lua things, [then you could move on to TPTElements to provide you with some basic code and a quick reference, ] and then you could start coding your own element on the numerous tutorials on the forums!
