It's a pagination error. Simon uses some weird method which is very quick, but somehow counts some topics twice or something. That's why sometimes there are more pages than there is content
Like mniip says, the pagination is a rough estimate, it doesn't calculate permissions, for example. There are many old posts in forums that are no longer accessible, or have been deleted/hidden by moderators.
