We were talking about this on IRC and I'm curious what everyone will think of this.
Basically, this is an element that, when activated, generates a sphere around itself in a "Time" environmental array. The array would probably turn itself to zero first thing on every cycle, and any TIME element would renew this setting locally if it doesn't remove it by itself when deactivated.
In short, on the outer edges of the field, any elements that touch inside that field go from travelling at 1:1 speed in time to 1/2, so for every two cycles the element updates only once. When half-way through the field, it travels at 1/4th, and when 3/4ths through the field, travels at 1/8th time, and so on.
The fiddly bit obviously is just making elements omit their usual update when every other element does, but that being fixed is probably the most difficult part.
Feasibility? Entertainment value? Tell me what you think :O

Boredinschool approves. Seriously, I like how this sounds. Imagine making a longer lasting GBMB weapon using TIME to extend the effects of the GBMB and make pulses based on timers and stuff.
maybe it could work like PUMP or something. TIME would be controled by its temperature. The hotter it is, the slower time moves around it and the larger its sphere of influence is.
