    when you use it it comes down partical-by-partical so it looks like rain!
    it could be used in storm simulations

    It's been suggested before. Cloud element wouldn't be anything remotely like water vapor, but a totally different play on water entirely. Most of the issue would be fitting it into the current frame for water phase changes without destroying it.
