I'd say in terms of scripting, it's Cracker64 for Lua and jacob1 for modding.

 

(Although mniip gets an honorable mention for being almost as good as them)

I'd say cracker64 is better (and jacob1 has better ideas in terms of modding), but it' small a matter of personal opinion.
Mniip definitely is better in terms of code performance and ability, but his spacing and tabbing style is extremely hard to read, he mainly uses 1-letter variable names, and most of his code can't actually be used in published saves (with a few notable-and very useful-exceptions), so it's all a matter of personal opinion. At any rate, it's very close, they're all about the same in terms of talent.

(Not to mention mniip's always been sort of an asshole to me, so I am somewhat biased)
