Its more of:
"Hey guys, could you make me a game where the setting will be post war. It will be a sandbox game that has a similar mining system as the first "redfaction"//i don't understand this word. destructible buildings. If possible the map will be washington state but the distance will be realistic. It will take 4 earth days to walk from lacey to mt rainer. To make it even more realistic, no teleporting but we are still discussing that. The player will gather supplies to live and also will have to sleep eat and drink. You can build anything from cars to helicopters to house to fallout shelters and more. The game will also allow you to parkour through the seattle ruins and much more."

Also, out of all, why Lua...? You could do it better with C++ or Java if you know one of those. ._.
c++ or lua? Good luck mate you'll need it.
Better off in maybe Java or building it off some premade game engine like the Havok or Cryengine.
EDIT: Also, I used to love Red faction it was a bad arse game, I still play it with my brother every now and then making forts out of the rock as we tunnel around the maps.
i still play it to it never gets old. Also i was thinking of using g mod to get a model started. But could I use Garrys Mod as an engine or will I have troubles with valve.
Good luck...I doubt a kid could make a game like this though...I would recomend C++ with OpenGL or maybe even JWJGL....
