I got this idea from a T.V. show. Particles that stop electricity. This would be some sort of powder that absorbs spark. It would stick to any conductor (cling to sides and bottom) and absorb the spark where it touches. INST would simply not function. Also, it does not damage the conductor in any way, unlike EMP. I don't know if they should be indestructable or not.

That only works on plain metal, is solid, and sucks (literally). Not the best idea. (especially if you're already using portals) But I'll use it to make the demo realistic.
hmm... sounds pretty useful, this could work with piston to make auto-stop devices, the piston has a battery, ASPK particle, and a wifi transmitter. when the piston moves, if it comes into a 1 pixel range of a conductor, the battery conducts to the wire(or whatever it is) and transmitts a signal to stop the piston
