Mniiip, I think, found an old html for using ALT-codes for russian characters.

alt+numpad is a low level system trick so keyboard could output keycodes it cant.
The system receives it and turns into appropriate character.
Those symbols aren't called alt+numpad symbols, they are just some symbols from Unicode you can't normally type.
In HTML theres a way to show symbols that can't be transported through http protocol, &-replacements.
If you have a Unicode character code just do &#codehere; and it will turn into appropriate character when browsing page. There are also some textual escapings for often used symbols like °®© etc.
