I can't find any difference between that and the last release version I downloaded v76.

I think most important changes are fix for FILT element with Ambient heat enabled and new save format.

There should really be a "version updates" info page on powdertoy.co.uk, it should inclulde everything that had been inluded in each version, including the beta versions, including the revisions (sub versions) number, so a person can know exactly what is included in the version they have. If they have requested a bug fix, and it gets implemented, they'll be able to know exactly in which version it was implemented. If they have requested an element and it gets implemented, they'll be able to look up the element, and see exactly in which version it was included.

If they have a question about what is in a particular version (and sub-version if applicable) then all they have to do is look it up and they'll find out.

It should be an SQL database online that has this info for each version of the program:
Version number (and also if it is beta or release)
    Revision number (if applicable)
    Date of release
    Bugs fixed
    Elements implemented
    Other features implemented
Link to download this exact version of the program as source code (and optionally as a Windows executable file)
It should be searchable by all fields. Going to the database and implementing an SQL search query in the search form should give you the exact info you are looking for. Any field should be searchable. So you could, for example type this SQL query string into the search form:
    [ReleaseDate] <= 01012010 AND [ReleaseDate] <= 12312011<br/>
and when you pressed the "search" button, it would execute a search for all releases between January 1, 2010 and December 31, 2011 (inclusive), and it would provide the full info on each of these released. In other words, it would be a FULLY SEARCHABLE online database of TPT.

This would eliminate ALL "what's in this version?" questions (or any other similar questions) being asked about the powder toy, FOREVER.

SQL is complicated, and most people don't even know how to use it (including me). There's already a README file, it just needs to be updated, but no one really likes to do it.

I updated it with all the changes between builds just now

What is the OPS save format? And how do I use it?

You won't notice any difference. It just changes the way that saves and stamps are made and loaded. Particle properties like tmp2 and life are always saved if they exist, and when lots of particles are on top of each other (like THDR), they will all save instead of just one.

Also, are moderators able to see who up/down votes posts? Someone went through every post on this thread and downvoted them all.
Edit: This person seems to hate Videogamer555, all the posts in three of his threads were downvoted for no reason.
