Maybe I found why cc.exe isn't found

I use Msys32(MinGW) and it's damn near impossiable to compile anything on windows, so I doubt you'll get it fixed.
Something I read says that MinGW hasn't been updated in 3 years. Not sure how true it is, if it is maybe people moved on to other stuff ... The lack of development would explain why so many people have trouble with it. It works fine on starcatcher though (but that isn't how I compile official builds)

If you give a look at the details that come with mingw-get-setup.exe, you can see the Product version is from 2013, so they are actually 4 years now that it hasn't been updated.
People says Cygwin is updated tho.
