I think it's where the word originated from and what it originally meant.

e.g. the phrase "I'll eat my hat!" does not mean a person will literally eat his hat. When the saying was introduced, it was a promise to do something for somebody, and the "punishment" for not doing it would be to eat "hat" which is an unpleasant meal. Later, however, people forgot about the meal and started to think that the phrase was referring to the hat for a person's head.
