You realize that you can replace the window manager in windows, right?
In terms of POSIX compatibility, linux is not POSIX compatible, it is LSB compatible.
Hell, windows is fully POSIX compatible anyways, http://en.wikipedia.org/wiki/Interix
A folder viewer is nice, drag and drop is nice. Ls and find and all those are nice too, but it depends on your needs.
Windows has always been bringing in new things behind the scenes, from different .NET framework API changes, to speed increases, to bug increases, etc. Do you think windows update just installs a 'lolupdate' file or something? In terms of visible changes, Windows 8 is nothing but visual changes.
inb4 "Windows fanboy", I hate using windows, but that is because it does not fit MY needs. I don't think it is a terrible system, it is just a terrible system at doing what I want. But of course, note everyone has the same needs, and I am sure there are plenty of people *caughgamerscough* who have legitimate reasons to like windows more than linux.
