Providing ranks is just trolling waiting to happen as people put down and discriminate users based on posts or saves.

Metaphorically, we already have ranks. It's how we judge others and think of them. This differs with everyone. Adding a rank of someone (literally) for everyone to see is basically telling people what to think of people. And, because your ranking idea is heavily based on saves, a person may make 20 saves that get over 100 votes, while the person him/herself might be extremely aggressive and unkind towards others, and becomes narcissistic of their rank and selfish because of this.

A ranking system on the powder toy its self would lead to exploitation and it would be meaningless, not to mention most of the "good" saves are neglected... so that would be out of the question anyway, as Catelite said (I don't know if she is referring to forum or program or both, but I assume both)
As for a forum ranking system... that would allow users to know who to trust... however if such a thing were to happen, it would probably be based on moderator opinion (that's always the best way to go), otherwise spammers would get high ranks. The idea would be only to have a couple ranks. normal and not normal, assuming the moderators hand pick (to many would make too much of a job). There would probably only be a few people given this rank.
Of course all of these ranks would bring NO power, just a symbol of forum dedication (or something like that)

A forum ranking system might influence users to be more friendly and follow the rules more often.
