I don't really want to discuss in detail exactly what criteria is used to decide who and when to ban, and what information is available to moderators, since that would help people evade detection. However:
The important thing is not who originally created the account, but who actually uses the account. If your friend uses the account from their own computer and they don't keep voting on all your saves, they probably won't get banned.
Not necessarily, people can get banned after doing it less than 4 times. If I think there's a possibility that the accounts are separate people, I might wait longer before banning. But just because there hasn't been a ban, that doesn't mean that the votes haven't been noticed.

It would look highly suspicious, especially if they do it from your computer or have logged in to Powder Toy from your computer. Also remember that votes should not be based on who made a save, but on your opinion of each individual save.
Same with me( i don't have wifi at home), but I highly dought there is anyone else playing the same game as me(that I know of)
We are aware of the existence of them. And also of how they might be used for multi-account shenanigans. I would not enjoy investigating the web of accounts surrounding yours and trying to decide which ones are alternate accounts and who they belong to...
Don't collude with other people to all vote up or down on particular saves, and you'll probably be fine.
So, pretty much this thread in a nutshell: vote honest and you probably won't get banned.
If one were to be falsely banned (mods are humans too, we all make mistakes sometimes) is there any way of appeal?
Does it count if you are connected to the same internet?

Yes you can, just do not vote on any save that you uploaded on any other account.
