they mean the zoom window itself.usually when you are zoomed in on something on the left the zoom window appears on the right so you can't work on the right while zoomed in and pressing shift+z undo's things when you are trying to draw lines from one zoomed in place to another. -
This way you wouldn't have to REzoom you just push the arrow to move the window over
