You could make DIRT without mods by combining elements A.K.A mixing. But honestly DIRT should be included into TPT for asthetic reasons. It doesn't have to have plants grow from it! I think that saves would be better than one's that have to use other particles and deco them. Not everybody is amazing at deco!
