I wouldn't have even noticed for a while this without this thread being posted, since I rarely go to the download page anymore. I predict that in the future, the forums and the rest of the website will be changed to look like this. The only thing I don't like is that more things were moved to the lower bar, making it much larger than the one on top, but I might get used to it eventually.

Though he said "soon" as the time, that claim is to be accompanied with the correct definiton of Blizzard soon:
