Do you have a virus? thats the only thing i can think of that would do that? try making a new stamp and see if it makes a new "stamps" folder if so you are out of luck
Yeah it did make a new folder.
Well that means either you accedentally moved your stamps folder or deleted it. Personally i would do a system search for "stamps"

It's probably not a bad idea to make backups of your whole Powder folder every so often. Nothing is perfect.
Serh your computer for "stamps" and see what comes up
