PLUT is denser powder than EQVE so it sinks through it. The presure resulting from the fall of the PLUT makes it give off NEUT, which are contained by the METL and the EQVE. EQVE doesn't burn or melt so it takes longer to disperse.

Therefore it holds the neutrons and contains the reaction longer than SAND or DUST (in fact SAND is too dense to let PLUT sink to the bottom so the reaction doesn't happen). This allows it to make a powerful fission explosion by simply feeding PLUT into the top of the pile of EQVE.
