    Create storehouses for grain. Use salt and curing of foods for survey teams and colonists. Create a courier network. Create a colonization guild. They will make the public aware of land that has not yet been settled and organize colonization efforts. Create aqueducts. Settlements are to have strict building codes to maintain efficiency. Set research goals towards the Bessemer process, steam power and electricity. Catalogue all minerals, biological resources, rocks and their properties and uses.

    Establish a required education system. Students will be taught how to read, write and math and religion. Cultural emphasis is to be placed on education. Universities in all areas are to be built in the capitol. Establish research sites in the capital. Provide financial incentives for all scholars to go there. Animals are to be bred as beasts of burden and farm use. Research antibiotics. Research roman concrete. Research steel. Research book presses. Breed higher yield and pest resistant crops.

    Make a surveying guild. Send them to the surrounding areas. Use the info gained from this to establish logging camps, quarries and agricultural settlements. Build gravel roads using quarried materials and have these roads heavily guarded. Roads are to have protected sites of rest, they are to be spaced based on the distance a person on foot can travel in a day. Farms are to practice crop rotation and the use of domesticated animal manure. Go about domesticating animals for wool, milk and manure.
