Start setting up sawmills on the eastern and northern sides of the empire in the forests (expand to reach them, otherwise expand automatically). Design a new more cargo oriented ship and hand out government contracts to shipbuilders to construct them for a merchant navy, same deal will be with fishing vessels which will fall under the jurisdiction of a overarching Department of Foodstuffs which will manage all other departments and institutions related to food production.

Exploration: Expand downwards and send scouts to explore there as well. Look for mineral deposits.

Territory: We establish a more organized frontier borders and small feud-like federal provincies called "Varktoburgos", that where goberned by a "Varktsuz" (The amount of divisions where 2; East Tarzovosk and West Tarzovosk). These vatroburglos will remain independent in aspects such as infrastructure maintenance and updating of them and food regulation, but will depend of the central government for trading and army maintenance.
