  Establish a large research community within the capital. Construct a school in every village+. All settlements are to be run by a government trained administrator who works with the locals. Make sure every village has at least one doctor. Establish a university of medicine in the capital to help this. Establish a sewage system. Create public baths and gyms. Try find and cultivate the following, jute, silk and tea. Provide government loans to help found new businesses.
