The only difference is the orientation, but like everything else in the chemistry world, it's very complicated, so you can't just flip the orientation. Say you want to turn the drug into the nasal spray. You have to use high-tech equipiment and high pressure to first break apart the very secure bonds between particles. Then, you have to somehow rearrange them into the nasal spray configuration. That takes MORE equipment.
