pls fix the setting bits to 0.
Incrementors are useful as program counters in CPUs (to compute the address of the next instruction to be executed). They have to be writable though, so the CPU can branch/jump to an address other than the next.

Does it hold 32 bits or is it 32 bit that is the question.
