N2H4 It's not even extremely difficult to subdue a rogue military power, it's statistically impossible in regards to some factions. The amount of firepower the ULEE limits its own enforcers to is simple outright inadequate or inneffective against a multitude of different enemies, some not even from Aurelia.

Even pirate navies could very easily build a multi-kiloton warhead, and as mentioned before, those are extremely small on the scale of what we can do in the modern day, let alone thousands of years in the future. Assuming the 1 kT rule applies to all ordnance, you're crippling the capacity of weaponry on ships and forcing battles into extremely long slugfests.

Plus, the neutralization of an *entire military force* would be extremely difficult even with superkiloton weaponry; pockets and fragments can last and keep fighting even with the loss of centralized command. Your concept shows promise, but it needs revision and expansion. Currently, it's the equivalent of a strongly-worded letter from the UN. It's just not practical to enforce.

Getting serious for a second, there is no legitimate way to enforce these laws. 1 kT is frankly pathetic; a big enough railgun battery probably dumps that much in kinetic energy per volley, let alone actual explosive ordnance. Given your peacekeepers aren't supposed to be war criminals, they can't utilize ordnance that big either, which means an imperious power who wants to can very easily just dumpster the forces trying to regulate them.

I see. Say, hypothetically, if my galaxy were to join the cluster - I have a fair amount of very... ambitious nations. What if my players begin to break these laws and subsequently defeat or avoid every effort to neutralize them?
