Anbother thing is, that such a massive electron dissipation will result in a mass of terrible things, like super powerfull lightings when touching any other "normal" object. but yeah, except for that electrons themselves have (very little) mass, like 1/1850 of a proton mass -

rn it doesnt propel anything however with some additions it could, if you make a coil it seems to generate pressure when sparked so perhaps you could use that with the electrons to create a functional engine
