  With allowing citizens to own weapons means crime with deadly weapons will go up, so establish a law system and have the armed forces enforce the laws as a sort of police. Also allow for freedom of religion too.

  All men must join the armed forces, a quarter of the male population will be in service in one year, the next another quarter will serve, so on so on, and establish better ruling system. Allow citizens to own weapons for protection against animals, invaders, both domestic and foreign, and for hunting.

  Give out rewards to people who set up settelments.Create libarys to store knowloge.Subsidez researchers to increase our tehcnoligical level.create farms and fields in the plains.make sure to create copper mines and maybe utilzise soome large domesticated animals to carry ore.Also use domesticated animals to improve our nation generly.Create wood farms in the plains.Research more ways preserve food and heat.
