My first coal power plant, I wanted to use a conveyer system to move the smoke down instead of teleporting it but I couldn't figure out how to do it. Use the clones at top for BCOAL and at the bottom for DSTW. It takes a minute to start working but yeah.

    If you want to put the fire below the water without portals turn the fire compartment 90 degrees so it looks like what it is now but horizontal and place it under the water. I would also add a smokestack so the smoke can escape and let the hotter fire come into contact with the water more... i hope this helps :)
