Nope thats a PWR, this is a BWR. Hence the name Boiling Water Reactor. You're thinking of a Pressurized Water Reactor.
unless I'm mistaken, boiling water reactors actually pressurize the water enough to prevent boiling...
Umm... I guess complete meltdown is a glitch...
It melts the reactor vessel in a few seconds...
