TTL Wisconsin wasn't interested in the UP as much as in OTL.
Michigan already had the UP, but Wisconsin (Cheese heads) wanted it. Then again the UP wanted to be Superior.

Fun fact: Before the Toledo War, Michigan actually had 1/4 of the UP. This is reflected in my map. Most of the other states here are based of actual proposals from before 1907 (the current date).
