It works with solid blocks too, as long as they areee large enough (when the sparked ETRD makes an arc with otherr ETRD in the block, the one that was on the other end of the arc gets sparked. Because ETRD conducts electricity, when it arcs and conducts, it can do so sustainably. It's based on the amount of particles because a small 4x4 square which is 1,500 layers of ETRD suspended in EHOLE still has the same effect.
