Correction: Up to 235 008 particles can fit in a save, but if the save is filled with just Ctrl-Shift-R and no walls are placed, particles are removed where the outer walls would be, dropping the particle count down to 227 104. -

Wow... Powder Toy normally limits the amount of particles to 227104.
