They probably had their reasons for building it. Take Geiranger in Norway, for example. They are under a constant threat of a landslide in the fjord, causing a 300ft wave to strike in 10 mins, but they live there because it is otherwise a beautiful, scenic place. Not because they are stupid. The same applies here.
