The CIS bases are able to defend themselves from neshorishian ships. The tacterians however (see molofy for this) watch closly, as to ensure there is no abuse, only to defend from enemies, They send cryptic messages to all of the combat-ready ships that, if decrypted, state that they are being watched - and that abuse will be punished. -

TheBeastHimself 21st Feb 2016This fleet of the Confederacy of Independant Systems is mainly composed of droids, but a ship seems to be full of life forms. Alot of these are indeed derived from the neshorish, but there are a few Nemoidians as well as Geonosians.
