    Why did you give Cody the citadel? Even with the stalemate, I have better tech, like Ottoman cannons and steam, plus airships and the drowning gas.

    I drop drowning gas on the mercenary camps helping Cody, killing X of them. I do the same to his normal army, killing another X of them.
