This satellite is powered by a neutron star and is used to transmit any message to places very far (to the interstellar level). It is located in the Lanhyat system close to it's star.

The tacterian satelites on seprat stars recieve the message, so the tacterians assume it was sent properly, But the only reson they could detect the signal is because there comms recievers are rediculously good, allowing them to pick up even the sparsest of Xray-binary-code -
