This galaxy has been detected to have 5 supermassive black holes. An extremely massive one holding the center mini-eliptical bit, And supporting a ring that seems to have been caused by a galaxy being shreded into a ring, Than spirals, like a spiral galaxy, expand out with dence-ish gass in the void space, And around the very edges a large ring has formed, Where the 4 extra black holes all reside -

Living anywhere near a magnetar is not a good idea, definitley not the same starsystem. The Dreii do have a use for them though, they might visit it later. -
