    Technically speaking, a 'normal' star is already incredibly dense, magnetic and (given that it is, in effect, an ongoing nuclear explosion) massively radioactive. And neutron stars are not made of hydrogen. If I remember right, they are made of 'degenerate matter', better known in sci-fi as either 'neutronium' or sometimes 'collapsium'.
