Yes, this is a joke. A white flag means that they surrender. It's just an ongoing joke that the french are cowards. I do not think they are cowards, I just think the joke is funny. (The French immediately surrendered in WWII and the US saved them)

In fact, the french were overruned by the Germans in two weeks. They didn't immediatly surrender. Disclaimer: I am Dutch.
