    If you think about it, fire is only the light and heat from a chemical reaction, and a mix of fuel to burn and POWDERY ash from the burnt being carried by the energy (pressure?) given off by the reaction. Being capable of floating makes it a gas, but the pieces of ash mean it is also powder.
