    Well, that's why it should be used in space only. When it lags a lot, that means it's blowing up.

    Wait... is project Orion what I think it is? Because this rocket is very similar to a hypothetical engine design which is literally based around nuclear bombs - it drops a bomb [which explodes], propelling it higher, then when it slows down, it drops another bomb and detonates it. It's a good idea, if it didn't involve a crapload of nuclear bombs and radioactive fallout.
