It would make it too easy for people, if it was created and someone was a modder and proud of it saying that he'd made a good mod and all that. But then if you create this program it is no longer special and everyone can do it. The whole point of modding is that it's not easy, if evryone could do it then there would be no point anymore. Also as has already been mentioned it would be hard to make messy saves etc. it's really not worth the bother.

This has nothing to do about nuclear fusion
