The reason that the area is still marked as an exclusion zone is to allow time for the radioactive fission fragments to decay to a sufficiently low level. Even now, you could go into that region for a day and not find hazardous levels of radioactivity.
Radioactivity doesn't work like that. It spreads, but it doesn't infect it the way you think it would. The reason that sites like Fukushima and Chernobyl are shut off is because the radiation is harmful to humans(even then though,some of those are just going under cleanup). Not to mention that radioactivity is a process, not a substance,so you can't "spread" radioactivity. You can only spread radioactive substances.
