No. You cant make "Plasma" Water vapor, because in a plasma, the temperture is so great the electrons wander out of the electron cloud and disassociate with the atoms Electron cloud; Therefore, the water molecules would become Hydrogen and two oxygen. Not only this but because water is Polar covalent, the temperature would need to be quite extreme to have hydrogens electrons leave oxygen, because of oxygens High electronegativity, and high Ionization energy compared to hydrogens low Ionization energy.
