Yes it DOES put out fire, but Water does too! It is a cooking ingredient !
If you would do your research in this page, you would see the Reason why everybody is Critisizing you is because your idea is NOT useful at all, and every property is in another element or is not needed.

This plus the fact that nothing is "dirty" in Powder Toy. Sure, having it is possible. But it either takes up a lot of graphics or creates pointless "technical" elements (such as BIZG or BIZS)
