If you hover your mouse over the WATR element, it says that it extinguishes fires...
...but I can't seem to be able to put out 1 pixel of fire with any amount of water. (the fire just "jumps" above the water)
Works with heat simulation turned off, though.
Is this intentional? Or is it a bug of some sort?

It cools the fire down, and Water/Steam slows alot Combustion, so yes

Iam pretty sure its a bug because normally the water turns to steam when placed on fre

It does, it's just the fire pushes water out of the way because of the pressure it generates.

Yeah, one water + one fire should = none.

No, the pressure fire gives off prevents water from touching, so the extinguishing effect doesn't seem to happen.
