The Way to end noobs in PT ( Rules Test)

Hello Powderites, this is RogueGeneral and i have found the conclusion to our noob problem. Any new user has to look at the rules before creating an account and answer questions about the rules. If they get them all correct, they can post in the forums. On a random day every 4-7 months, EVERY USER will have to take a refresher test. If they fail the test they get banned for a day and have to retake the test again. How does that sound?

Remove the 2 months thing. Maybe a random one between 2-12 months after passing.
