First of all, I have been on The Powder Toy for I think about a year, or getting close, and the only time I have ever made front page was once for 30 sec. I have created what I think are considerable creations, so I devised a plan for the second and third front pages.
That plan is for the second front page of creations that are chosen at random from the data base of The Powder Toy saves. Sort of like in math when you are taught about simple random samples and they usually show a computer choosing random students from the list of all students, it could be like that but instead of students you could have save I.D.s. When the computer chooses one, it checks that one off the selections database (separate from the save I.D. main database) and that save will be put on the second front page for the next day. After that it clears the selections database and redoes the cycle.
The third front page would be of saves that moderators or admins or designers or developers choose. The computer would have the names of all the moderators etc. in a database and it would randomly choose 5 of them to choose 3 saves each to put on second front page. After those chosen saves get put on the third front page for a day the moderators etc. that chose for that day get checked off the database and new ones get chosen. This cycles through and 5 new moderators etc. get chosen. After each one has chosen one day the database is reset with the names getting checked off and it starts over.
Please consider this, as I view it would promote saves that may be good without many votes or get not very well known users noticed, expanding the known variability of The Powder Toy.

It would be nice because it would not be all noobish (not a word) creations, and I feel even if they aren't the best they will help little known and new users get noticed.

Yes, but, the second front page creations, if they do get flamed, will also, if it does happen to be like that sometimes, target the people who flame or troll levels, with a good outcome and less overall people who flame or troll.

It does not need to, the levels will go through a filter that takes out saves with inapropriate titles and/or tags, and also moderators help clean it up. Then the moderators would check the filtered out saves to see if they are just tagged bad by random people and are actually not inapropriate at all.
