They are not "quad cores with multitreading". They are quad-cores, with hyperthreading, which makes them for all intents and purposes 8 core processors.
Okay, sure, they may outclass other processors in single threading performance. But the difference is so insignificant.
The sole purpose of buying a i7 over an i5 is for video encoding, or compiling, because these are highly multithreaded. Otherwise, the 4690k is probably the best processor available for 90% of consumers.
And you may be using the CPU at 100% usage, but that's on a single core, maybe two. The i5s will be more than enough.

The 4790k is the most expensive i7 available. If you're counting the i7-extreme, they are separate to normal consumer processors.
I paid $320 for the i7 4790k CPU in a box package. That's cheap for an i7. Also, I do in fact do compiling of code, and 7-zip utilizes all 8 threads also. I HAVE maxed my i7 out many times.
