Everything to do with speed of particles in tpt is based upon pixels per frame, therefore the unit of time simulated is frames. -
as Shneumer said, it is in comparison to PHOT/light which moves quite fast, and since some particles fall faster than light travles, it either means that times is fast, and phot is slow. or time is slow and particles that are not energy realted are fast. it is just comparison.
